Scotland: Adult Disability Payment vs PIP
Adult Disability Payment (ADP) is the devolved Scottish replacement for PIP. The 2026/27 weekly rates are identical, but Social Security Scotland uses a different assessment culture: paper-based evidence is preferred, consultations are voluntary, and award reviews are typically longer.

Where the rules differ
- Face-to-face consultations are not the default in Scotland; case managers decide on paper evidence where possible.
- Award reviews are typically 5 to 10 years for ADP versus 2 to 5 years for PIP.
- Audio recordings of consultations are available on request without notice.
- The "client representative" route is more clearly supported and does not require formal power of attorney.
Case transfer
Case transfer from DWP PIP to Social Security Scotland for working-age Scottish residents was substantially completed during 2024 and 2025. New Scottish applications go straight to ADP; the PIP route is closed for new claims with a Scottish address.
Passporting differences
Most passports (Carer's Allowance, Blue Badge, Council Tax reduction) work the same way under ADP as under PIP. Motability is open to ADP enhanced Mobility on identical terms.
